Finance Authority for Nonprofit Corporations (FAN)
ABAG Finance Authority has provided conduit financing to various public and private organizations throughout the State of California since 1978. Its programs provide convenient, cost saving, and secure means to meet the capital financing needs of public agencies and their nonprofit partners serving the public interest.

To date, the Finance Authority has provided more than $8 billion in low cost investment capital for projects in more than 240 jurisdictions from around the State. The Finance Authority helps ABAG members to provide for construction of affordable, multi-family housing; new hospitals and medical clinics; transit systems; schools; non-profit cultural institutions; water and wastewater systems; and other local member-owned infrastructure projects.
Focus on Affordable Housing
The Finance Authority has a long history in assisting in the construction and preservation of affordable housing, providing financing to date for nearly 12,000 units in nearly 100 affordable apartment communities. A core part of ABAG's mission is to support regional housing policy and assist local governments with housing issues. The ABAG Finance Authority directly funds affordable housing projects, helping to meet urgent housing needs.
Smaller borrowing needs are supported through the tax-exempt lease program and pooled financing for Water and Wastewater projects.
Michael Hurtado is the Interim Financial Services Manager for ABAG Finance Authority and is responsible for to day-to-day operations of the program. Michael has more than 30 years in the financial services industry. He has held positions in public finance, investment banking, and mortgage and loan consulting. Michael's detailed knowledge of public finance tools and technologies will assure accurate and detailed financial control including reporting to the Finance Authority Board of Directors and ensuring compliance with all state requirements. Michael's expertise will be invaluable in the continued operations of the Finance Authority.
Sheelagh Flanagan is a Senior Advisor to the Finance Authority. She has expertise in the Financial Services and Municipal Credit markets, having served as a managing director and senior level municipal bond credit analyst focused on underwriting credits in California and the western states, with expertise in all municipal credit sectors, including strong knowledge of tax backed, lease, utility, land-secured and redevelopment credits, non-profit institutions. Sheelagh is a highly successful business originator with very strong relationships across the spectrum of industry participants, including public finance bankers, financial advisors, fixed income investors, bond counsel, and municipal bond issuers.
